Committee clarifies who will distribute recycling-center solar RFP

Committee members said the RFP for installing solar at the recycling center has been reviewed by town counsel and is ready, but they disagreed about who should distribute it.

"Joe said essentially that the green committee should be responsible for sending it out and keeping track," the Chair said, prompting discussion about whether the town clerk or town staff should distribute the RFP and handle incoming technical questions. Members agreed it is acceptable for the committee to assemble a targeted email list but that questions should be directed to town staff or the town clerk.

Several members stressed avoiding delay: the RFP had been expected to go out on Aug. 1 and committee members worried about losing several weeks if the process stalls. The committee agreed to prepare an email, finalize a contractor contact list and copy town staff so the public-facing notice points to the official posting on the town website.

The group also raised volunteer-liability concerns and asked staff to confirm whether volunteers would face any personal liability if they help circulate the RFP; the Chair said they would ask town staff for clarification and then proceed.

Next steps: compile the contractor email list, draft the distribution email for review and have Joe or the town clerk formally post or send the RFP from an official town account.
