Chairperson Andrew Chapman proposed prohibiting "cosmetic and luxury water uses, including car washing, driveway washing, ornamental turf irrigation, and pool top‑offs" and suggested reducing turf irrigation frequency. His broader prohibition (limited commercial exceptions) was put to a vote and denied 3‑2.
