Sheriff's office issues RFP for detention operations study; cites staffing, overtime and facility consolidation

Chief Deputy Miller told the committee the sheriff's office issued an RFP for a "comprehensive review of the corrections operations" to identify staffing gaps, reduce overtime, evaluate shift structures and examine possible facility consolidation.

"The proposals are due back by June 17th," Miller said, and later in the discussion referenced a mid-June deadline (the transcript contains two references — a June 16 deadline at 1:00 p.m. and a June 17 reference). The RFP scope listed staffing analysis, overtime-reduction strategies, alternative shift structures (10-hour or 8-hour options versus the current 12-hour schedule), supervisory-span evaluations and reestablishing administrative positions within internal affairs.

Miller said detentions account for roughly two-thirds of the sheriff's office budget and gave the department's daily average custody population as "around 700." He also described electronic monitoring (Huber) as covering about 13 people and outlined education services from the Phoenix project and KUSD, while acknowledging that graduation figures mentioned in the briefing were inconsistent in the transcript.

Supervisors pressed about whether monthly breakdown reports from Captain Brannis would continue; Miller said those reports will still be sent to the county board. On court scheduling, Miller noted that bond-setting and delayed hearings are controlled by the judicial system and the district attorney's office, which can extend detention time and increase transportation and custody costs but are outside sheriff control.

The committee did not act on the RFP during the meeting; Miller said the department will review incoming bids and determine the next steps.
