Select Board Hears Update on Spring Hill Culvert; Bids Expected in Late January

The Londonderry Select Board received an update on the Spring Hill culvert replacement project during a public hearing on Jan. 5, 2026. Matt of the Windham Regional Commission said the project is nearing the bid stage and that VTrans is in the process of allocating funding.

“We are getting close to bidding the project ... we're anticipating the project will be bid in late January,” Matt told the board, adding that proposals would likely be requested in late February and construction would begin in the spring with completion planned for the summer. He said all necessary easements from adjacent property owners have been secured and HTA has submitted construction documents to VTrans.

The project will require a temporary closure of Spring Hill Road during construction. Matt said the road would likely be closed for “2 to 3 months” and described a detour routing traffic down Livermore Mills Road, Win Hall Hollow Road and Route 100. The project team is preparing signage and resident notifications once a contractor is selected.

Staff also noted an RFP for construction inspection services was issued in December and proposals are due Jan. 16, with a recommendation to the board expected at the Feb. 2 meeting. Board members asked clarifying questions about the culvert location, reuse of the temporary culvert installed after the 2023 washout and the project’s estimated cost, which participants discussed as roughly in the low‑to‑mid hundreds of thousands to nearly $800,000 depending on final scoping and funds.

Next steps include VTrans finalizing allocation (expected in the coming weeks), advertisement for bids in late January and selection of a contractor, followed by resident notifications and implementation of the detour and signage ahead of the closure.
