Commission adopts broad land‑use code corrections and clarifications in Ordinance 664

The Box Elder County Commission adopted Ordinance 664, a multi-part text amendment to the county land-use code addressing numbering errors, conflicting sections, and clarifications to several development rules.

Scott Lions of Community Development explained the changes include renumbering references to reflect state-code reorganizations, harmonizing flag-lot regulations, and adding a clear prohibition or non-allowance of ‘‘protection strips’’ (very narrow parcels used to block road extension). Lions described a protection strip as follows: "A protection strip is when a developer puts in a new development and at the end of their where their road ends, they'll create a parcel that's about a foot wide ... and they'll maintain ownership of that parcel. That's essentially their way of not allowing that road to extend into the adjacent property." The package also clarifies that developers should not begin site work until a subdivision has been approved and pre-construction meetings with departments have occurred, renames certain MU zones to 'minimal use' to reflect intent, and aligns public-noticing requirements for very large map amendments with state code.

The Planning Commission recommended approval, there were no substantive public objections at the Planning Commission hearing, and the county commission voted to adopt the ordinance.
