John Williams, NYSERDA’s Chief Policy Officer, presented proposed amendments to Part 507 of Title 21 implementing changes to the CO2 allowance auction program consistent with the Regional Greenhouse Gas Initiative’s third program review. He summarized three core changes: creation of a two‑tier cost containment reserve (CCR) that would make additional allowances available in high‑demand auctions; removal of the emissions containment reserve (ECR); and reestablishing a minimum reserve price by supplanting the prior ECR trajectory.
