During the staff presentation on BOA case 26-03, Ed McCroy read the Unified Development Code definition of "manufacturing, processing and packaging, light" and noted that the city's definition includes a long list of activities and excludes only those classified as heavy. McCroy emphasized the consequence: if a use is not specifically excluded, it may be allowed under a light-manufacturing special exception unless the board restricts the approval to a particular manufacturing process.
