Council enacts development‑agreement rules to add discretionary tool for complex projects

Emigration Canyon City Council on July 21 adopted Ordinance 2026‑O‑07, enacting Title 19.03 of the City Code to authorize development agreements as a discretionary land‑use tool. Planner Claire Gillmor told the Council that many code provisions “had not been substantively updated for more than a decade” and that the new title implements language aligned with state statute to allow negotiated terms when projects present unusual circumstances.
