Engineer presents Mohan Views subdivision; board flags private‑road and fire‑access issues

Scott Boltz of FCO Engineering presented an updated sketch and technical materials for the Mohan Views subdivision, describing proposed home placements, septic systems, erosion control measures and a 1.91‑acre disturbance footprint. Boltz told the board the team had addressed prior engineer comments, provided a slope analysis, and identified areas with slopes up to 15%.

Boltz said the submission included measures to mitigate a rattlesnake issue raised in the environmental assessment and that he would make flood‑elevation boundaries and grading clearer in the next submission. He summarized work to date: septic designs, grading along East Shore Road, and a revised plan to show road access to Lot 2.

Board members and staff questioned whether the project's private road meets town standards for emergency equipment. The board cited town code limiting private drives that serve more than three single‑family dwellings, and discussed options including bringing the road up to town/highway specifications or providing building‑level sprinkler systems (with associated maintenance and inspections) if the road cannot be upgraded. The applicant said he planned to talk with the highway and building departments and the private‑road owner; the board requested the town engineer John Fuller provide a formal review before the next submission.

The board did not take a final vote on the subdivision; it asked the applicant to coordinate with town departments and provide revised plans, and flagged the road/access issue as a gating item that must be resolved before further approvals.
