Commission backs 11-project priority list for MVP 2027 Transportation Improvement Program

The Matanuska-Susitna Borough Planning Commission on Aug. 17, 2026 adopted Resolution 26-17, recommending an 11-project short-term priority list for inclusion in the Matsu Valley Metropolitan Planning Organization (MVP) 2027 Transportation Improvement Program. Planning and Land Use Director Alex Stron told commissioners the TIP is a fiscally constrained, four-year list derived from nominations and scoring; staff recommended replacing three pathway projects with road preservation and reconstruction projects to rebalance project types.

Stron listed the recommended short-term projects as Seldon Church intersection improvements; Nelson Road extension; Makatans Elementary path and crossing improvements; Seldon Road pavement preservation (Seal Road to Church Road); Carmel Road reconstruction; Seward Meridian Parkway pavement preservation (Parks Highway to Palmer Highway); Covington Street upgrade and extension; and several planning studies including an ADA assessment, a user-conflict study, a local road speed-management plan, and school zone signage standardization. "The short-term list is the list that will turn into what's called the TIP, the transportation improvement program," Stron said. Commissioners discussed the rationale for replacing KGB Elementary and Finger Lake pathway projects and Foothills Boulevard with projects staff judged to be more appropriate for the fiscally constrained short-term list.

With no public testimony, Commissioner McCabe moved adoption and Commissioner Fonoff seconded; the commission approved the resolution with no objections. The policy board and borough assembly will take the list up in coming weeks for further action.
