Resident presses city on animal-control RFP; procurement says RFP will release Wednesday and county may participate

Roy Armstrong asked the council for a status update on the city's proposed request for proposals (RFP) covering animal control, impoundment and animal-welfare services. Armstrong recapped earlier workshops and budget requests that included a $20,000 feral cat TNR request and a roughly $300,000 request to continue current animal-control services excluding feral-cat work, and he said the current contract expires in about six weeks.

Procurement representative Ms. Carr answered on behalf of staff: "The RFP has been reviewed. It will release on Wednesday. Um it will be for animal impoundment, animal enforcement, and animal welfare with licensing administration services." Ms. Carr also said staff would consider a county partnership and that, once released, any interested party (including the county) would have to participate in the RFP process like any other applicant.

Armstrong asked staff to provide clearer timelines and comparative cost information (animals picked up annually, housing days used, per-animal costs) before council approves substantial funding. Council acknowledged the question and directed staff to continue procurement and provide the requested timeline and scope details for the public once available.
