Derek Payne, Jefferson County Community Development, returned with a recommendation on appeals fees after reviewing neighboring counties. Payne said the proposal largely increases the 2025–26 fee schedule by 3% for inflation, reordered line items to match the appeal flow and added a charge to recover actual county costs on large appeals.
