Plan Commission approves Nickel Plate Crossing primary plat with conditions

The Miami County Plan Commission voted July 22 to approve the Nickel Plate Crossing primary plat subject to a set of conditions addressing roads, utilities and stormwater.

Brian Stumpf of HWC Engineering reviewed the revised staff report and agreed with the conditions laid out by planning staff. The commission approved the primary plat on a motion by Scarlett Graves and a second from Brent Pomerhn; all members voted 'aye.'

The conditions require review and approval by the Miami County Highway Department for all subdivision access locations and driveway permits, construction or bonding of subdivision streets to county standards prior to Final Plat approval, and a recorded plan establishing ownership and long-term maintenance responsibilities for internal streets. Utilities must be installed and approved or guaranteed by performance bond before Final Plat approval in accordance with IC 36-7-4-709. A detailed drainage plan and finalized stormwater facilities are required, and applicants must obtain required permits from the Indiana Department of Environmental Management (IDEM) prior to land disturbance.

The developer was also required to accept responsibility for repairing County roads damaged by construction and to secure any necessary financial guarantees. The approval permits annexation to proceed but noted annexation might occur in multiple phases.
