Community Development reports steady inspections, digital records rollout

Jefferson County’s Community Development staff presented its fiscal year‑end report, saying inspections totaled just under 10,000 and highlighting a recent digital records rollout that staff plan to link into the county’s GIS system.

The presenter (Community Development staff) said that, while permit issuance is down by about 200 permits year‑over‑year, that shortfall includes many small permits and is not alarming. He noted a rise in new structural permits even as plumbing, mechanical and electrical permits fell, and credited inspector Jonathan Chandler with completing 3,106 inspections this year. The presenter added the department has gone live with a digital records host and is developing a public portal to make records easier to find.

County staff also described planning and predevelopment activity as encouraging and said many applications are translating into future development despite a national slowdown in some construction sectors. The presenter said the department has been breaking inspection and permitting data down by ZIP code, calling out higher inspection volumes in the Madras area.

On policy, the presenter warned commissioners about state rulemaking related to House Bill 2258, saying recent regulatory advisory committee work risks preempting local regulations in areas the county currently controls. He said he plans to testify as a private Oregon planner and previewed written comments seeking to limit state preemption so local conditions outside the Portland metro are considered.

No formal action was required; commissioners asked clarifying questions and acknowledged receipt of the report.
