Planning commissioners review draft Timnath comprehensive-plan goals and policies

The Timnath Planning Commission held a work session to review draft goals and policies for an updated comprehensive plan, with consultants from BerryDunn presenting the growth-management, water-supply and place-type frameworks.

"This is an opportunity for kind of a check-in at the process," said Scott Robinson, who introduced the item and turned the presentation over to the project team. Consultants described three statutorily required elements'the 3-mile plan, an annexation methodology and a new strategic growth element'and explained the use of parcel scoring for market readiness, adjacency to town limits, and infrastructure access.

Commissioners debated policy language that encourages more compact, mixed-use development. Commissioner Tom Lloyd cautioned that denser development may not produce the expected savings in services and called attention to the cost and legal history tied to water management in the region: "Water here is sold by the gallon and there's no tax money put into the water systems," he said, urging staff to weigh unfunded mandates.

Consultants said the comprehensive plan remains a high-level policy guide and not a regulatory document; implementation details and code changes (for example on graywater, fees or development review) would follow in later steps. Staff noted the town received a state grant to prepare a housing action plan that must be completed by Jan. 1, 2028, and recommended commissioners submit written feedback on outstanding items before the next review.
