Andrew Hill, who identified himself as CEO and said Excelsior Wireless initiated the process, told the council that the development agreement linked to Resolution 2026-0056 is intended to create long-term protections for culturally significant areas and open space on the Indian Trail parcels. He said the agreement requires wildfire mitigation work already undertaken and sets limits on future use to preserve heritage areas, and that the plan includes community assets such as child care and health services for northwest Spokane.
