After extensive negotiation over project lists and financing methods, county and city representatives agreed in principle to a 73.5% county / 26.5% cities allocation of projected SPLOST (splash) revenue, pending final confirmation of project estimates and an intergovernmental agreement.

Stephens County commissioners and city representatives spent the evening negotiating how to divide projected SPLOST (referred to in the transcript as “splash”) revenue. After exchanging multiple counteroffers including 80/20, 77/23, 75/25 and 74/26, participants agreed in principle to split the difference and adopt 73.5% for the county and 26.5% for the cities.
