The authority’s purchasing director presented proposed revisions to the purchasing manual intended to modernize procurement thresholds and clarify policy versus procedure. The director said the manual will be split so that policy changes come to the board while procedural items remain administrative, and recommended raising some solicitation thresholds (examples discussed included moving certain solicitations toward a $100,000 threshold) and aligning the professional‑services limit with state statute.
