Planning Commission discusses new historic‑district code to preserve Commercial Street character

Staff presented a proposed historic-district approach for the downtown commercial area and explained that the goal is twofold: "Preserve the distinctive historic buildings and place, and create new buildings and experiences with a historic feel," staff said. Commissioners discussed whether the rules should be an overlay or apply directly to the defined historic area and debated which changes should be handled administratively by staff and which should go to the Planning Commission for review.

The draft code would treat routine repairs, signs and minor landscaping as staff-level reviews while bringing major facade changes, restorations requiring historical documentation, and demolitions to the commission. Staff outlined design elements for new construction — build-to zone, façade articulation, materials and window percentages — and commissioners emphasized that the code should protect historic character without creating "fake" or inauthentic facades.
