City staff told the board that Live Local applications qualifying under the statute will be reviewed administratively rather than through discretionary public hearings before the Planning & Zoning Board or City Commission. Mr. Smith said applications go through the city's Development Review Committee for technical review; while DRC meetings are public, staff described them as ministerial and not a substitute for the discretionary public hearing process.
