Bailey Waters, a city engineer, told the Parks Advisory Board that engineering recommendations in the draft 2026 Lawrence Bike Plan prioritize constructing low‑stress bikeways during reconstruction projects, following the city's Complete Streets policy, improving bike parking, and targeting signal improvements at locations with vulnerable road‑user crashes. "The first one there constructing low stress bikeways...as we reconstruct and maintain our streets," Waters said.
