Star Valley Ranch council adopts clean-air resolution targeting fugitive dust

The Star Valley Ranch town council voted to adopt a clean-air resolution endorsing best practices to reduce fugitive dust from unpaved roads, construction sites and bare soils.

"The town supports efforts to improve and protect air quality within the community through reasonable fugitive dust control measures," Councilman Ellis read from Resolution 26‑06‑09‑00001. The resolution encourages the town to work with contractors, developers and property owners to minimize airborne dust and to follow guidance from the Wyoming Department of Environmental Quality.

A member of the public noted heavy dust from a private construction project on Portal Road and asked how the town would enforce limits; council members said the roads board will pilot a new dust-control product (flake instead of liquid) and that enforcement standards and accountability language may be needed. One councilmember said she planned to abstain, preferring more specific enforceable standards rather than a general policy statement.

What's next: Town staff and the roads board will continue testing dust-control materials, coordinate with the sheriff on speeding/heavy hauling complaints and consider drafting clearer standards that would give the town enforcement tools.
