Council declines broad KSA construction‑observation service for Yardley project

Council considered a KSA proposal (item 63) for resident project representative construction observation on the Yardley development, which lies mainly in the town’s extraterritorial jurisdiction. The KSA representative noted that a limited scope — e.g., one or two visits during rough grading and a final visit — could be performed at roughly $1,000 per visit: "in that case... it's more in line with what you pay for review services about $1,000 a visit," the consultant said. Several councilors said routine, ongoing RPR services would be an inefficient use of town funds because the development’s roads and most infrastructure are private and the county holds final jurisdiction. After discussion the council voted to deny the broader construction-observation proposal; council members indicated they were open to limited milestone inspections tied to clearly defined town interests.
