Council approves Springtown ISD landscaping reconfiguration citing security and site uniqueness

Springtown’s Zoning Board (sitting in council session) approved a reconfiguration of landscaping requirements for the new Springtown ISD elementary near Williams Road and Springfield Road. The district presented a revised planting plan that reduces the count of large trees but increases overall shrubs and ornamental plantings; staff confirmed the final proposal will provide substantially more shrubs than the baseline requirement.

School representatives said the change was prompted by security and sight‑line concerns and referenced school safety audits that evaluate vegetation as part of perimeter visibility. As the district representative explained, "The district's position is that by having so many trees there sight lines are reduced." Staff clarified the requested action was a reallocation of required planting (from 40 large/40 ornamental/100 shrubs to 36 large/28 ornamental/118 required shrubs) while noting the district will install more than the minimum required shrubs overall. After discussion on the four legal criteria for variances, council approved the reconfiguration as a unique circumstance and found it consistent with the ordinance’s spirit because the overall site will be landscaped and meet broader aesthetic goals.

The vote carried and staff will document the approved counts and ensure installation and maintenance plans meet the city’s long‑term visibility and safety requirements.
