Commissioners split over parks/CIP spending and Oakleaf library operations

Staff told commissioners the parks and rec projects listed in the CIP come from a 2024 parks master plan and must be spent in the impact fee districts where they were collected; impact‑fee money can fund capital projects only, not maintenance. Justin Pierce, director of parks and recreation, explained the $20,000 operational reduction proposed for parks would cover items such as event screens and goals and that most agents would be retained even with the programming cuts.

Commissioners also debated including a $6.3 million Oakleaf library branch in the CIP and raised concerns about the recurring operating costs. Mary Canfield, library director, presented three staffing/operational options with estimated annual salary and operating costs ranging from roughly $83,000 (if hours reduced and one branch closed) to about $220,000 (if all six branches stay open with reduced hours to deploy staff), and projected about $84,000 a year in operating expenses for the new branch. Elections staff noted early‑voting and polling gaps in the Oakleaf area — about 1,500 early voters used the Eagle Landing location in the last election — and said a multipurpose library room could serve as an accessible early‑voting site.
