River Ridge board approves $1.11 million not-to-exceed drainage contract

The River Ridge Community Development District Board of Supervisors approved a not-to-exceed $1,111,860 contract with The Clark Construction Group, Inc. to complete four phases of stormwater management and drainage improvements covering Oak Run, Turnberry, Palmetto Dunes and Seaside IV.

District Engineer Charlie Krebs and staff presented competing bids and recommended adding an additional 5% contingency on top of the 15% already included in contractor bids to cover unknowns and unit-cost line items such as tree removal, shrub replanting and raising sprinkler heads. Krebs said the added contingency increases the Grand Total from $1,058,914.45 to $1,111,860. The board approved the motion on a unanimous vote.

Krebs highlighted that the Oak Run homeowners association (HOA) has an optional line item of $197,201.47 to connect roof drains; that cost was included in the bid spreadsheet for transparency but would require the Oak Run HOA to enter its own contract if it chooses to proceed. Board members discussed how the contractor will provide tally sheets so staff can verify work and unit quantities against invoices.

The approval covers the four specified geographic phases and authorizes use of the additional contingency for unit-cost overruns. No start date was specified at the meeting; Krebs said staff will monitor mobilization and unit counts and verify invoices against provided tallies. The board’s vote was recorded as "with all in favor."
