City Manager Raamin Burrell proposed adjusting Seneca's flat utility "turn-on" fee to a progressive scale so repeat or transient accounts would pay higher fees. "The idea was that the first time the fee is incurred it's less, for example: say $10, the second time it's $25, the third time is $50," Burrell told the council at the Aug. 14 meeting, describing the rationale that long-term seasonal residents would pay less than users who are "in and out of town all season."
