Board directs fall return on PLA language while continuing CTE and facilities work

Following the workshop and public comment, the board discussed timeframes and next steps for PLA study and related district priorities. Trustees asked staff to synthesize annotations from the binder and return in the fall (October or November) with draft parameters, sample PLA language, recommended thresholds and proposals for reporting and apprenticeship monitoring. No vote to adopt a PLA was held; the board’s direction was to continue study and provide clearer negotiating parameters.

Multiple trustees emphasized that a PLA alone will not create student pathways and that the district must pair any labor agreement with education‑side investments — CTE partnerships, internship development and data ownership for outcome tracking. Staff warned that implementing a binding PLA would likely require additional staff capacity or a third‑party administrator to manage compliance and reporting, and that any such administrative costs should be considered in budget and timeline planning.
