The council voted to rezone four tax parcels at Zero Vine Circle from agricultural to a residential district (R15/R25 as conditioned) to permit a proposed single‑family subdivision. Planning staff said the concept plan shows about 61 lots, roughly 6.69 acres of open space (about 19% of the site), and a single entrance off East High Tower Road; staff recommended approval with conditions including a 10‑foot trail dedication and a 15‑foot undisturbed buffer to adjacent developments.
