Planning commission refines use table, adds high-capacity transit and school definitions

Staff proposed separating "high-capacity transit" from more routine public-transit facilities and treating major transit infrastructure as a conditional use in certain zones, so public hearings would allow community input. The staff presenter explained the draft definition: "high capacity means facilities necessary to implement a rail fixed guideway public transportation system, which taken as a whole provides a substantially higher level of passenger capacity, speed, and service than traditional public transportation systems operating principally in general purpose right-of-ways." The change was presented as a way to preserve public involvement for large projects such as Sound Transit stations while still allowing routine transit facilities in community-facility zones.

Commissioners also reviewed definitions for educational facilities and whether support uses such as bus maintenance and administration should fall under a single "educational facilities" category or as broader government facilities. Staff recommended allowing educational facilities by conditional use in residential zones and as allowed uses in community-facility zones, with the planning path depending on whether the district seeks a zone change or conditional-use permit. Commissioners asked staff to clarify ADU and transit definitions to ensure state-mandated ADU and transit rules are honored and to include any similar-use determinations in the packet.
