Council approves multi-item consent calendar including ADU code changes and labor MOUs

The Lompoc City Council approved an 11-item consent calendar that included adoption of Ordinance No. 174926 amending the municipal code on Accessory Dwelling Units, a tentative agreement to an MOU with IBEW Local 1245 (resolution No. 684226) and supplemental appropriations to reflect negotiated pay-plan changes, and authorization to negotiate or execute several contracts including engineering work for a lime-slaker replacement project. Councilmembers disclosed recusals for particular vendor payments (Starbuck recused himself on chamber payments and from participating in the City Attorney contract item) and requested minor edits to the Stantec contract: extend the end date to Dec. 31, 2028, and delete a $500,000 liability cap in section 8.2. Council approved the consent calendar by motion (Ball/Starbuck); the vote was 5–0.

The consent calendar notation included payroll and voucher totals (payroll approx. $2.2 million; vouchers of roughly $1.29 million and $866,000) and staff described the scope of multiple procurement items. There were no public speakers on the consent calendar and council moved to enact the items with the stated edits and recusals noted in the record.
