Wake County tightens economic development policy, creates 'transformational project' tier

Wake County commissioners voted to adopt a revised business development grant policy that updates wage thresholds, consolidates investment tiers and establishes a new "transformational project" tier for very large capital investments.

Michael James (assistant accounting manager) and Michael Haley summarized changes that county staff and the Economic Development Committee have developed over the past year. Haley described a proposed change "adjusting the wage threshold from 110% of county's average ways to 100% of the county's average wage," saying the shift would give the board more flexibility to support entry-level and early-career positions while preserving performance requirements. The policy retains performance-based payments, recapture (clawback) provisions and a focus on economic mobility.

Other notable changes adopt a cash-per-job structure for some headquarters projects, reduce certain state-match minimums, and create a transformational tier for projects with capital investments above the requested threshold (discussed as over $500 million) to give commissioners flexibility in negotiations. Commissioners asked about verification of workforce and training commitments; staff said Wake Tech and other workforce partners would be involved in project discussions and compliance monitoring. The board approved the policy by voice vote.
