Keystone says Stokes/Stonecraft final plan near complete; commission presses on technical clarifications

Keystone Custom Homes told the Westtown Planning Commission on Aug. 19 that the Stokes (Stonecraft) subdivision is close to final, but that several technical and legal items remain to be resolved before a formal recommendation.

Mickey Thompson, vice president of land and counsel for Keystone, said the board’s preliminary plan had conditions and that Keystone requested an extension to preserve a clean record; Thompson said the extension runs through February 2027. He described the remaining items largely as administrative and engineering details the applicant believed could be resolved quickly. “the recommendation was made to the chair and that they approved our request for an extension and I believe that goes until February 2027,” Thompson said.

Howell Engineering’s Jeremy Maderas walked the commission through a condensed open-items list, identifying a yard inlet on lot 16 that produces backwater and would not meet the township standard velocity without a waiver, retaining-wall structural supplements, and documentation and easements needed for stormwater facilities and the pump station. Consultants confirmed Keystone has received an MPDS permit notification and is coordinating with Aqua Pennsylvania on water looping; Mark Gross of public works said some planning-module comments remain—particularly the force-main profile for the pump station—before DP approvals can be finalized.

The commission asked for clean review letters from all consultants and for the applicant to return when third-party comments are addressed so the commission could make a formal recommendation to the Board of Supervisors. No final approvals were given at the Aug. 19 meeting.
