Staff outlines long timetable for Hennan watershed RFP; county expects 75% state reimbursement

County staff provided an update on the Hennan watershed request for proposals (RFP) and related grants. Staff said the RFP is active and the county expects to receive 75% reimbursement from the state for watershed work; tree canopy grant invoices and other large invoices will be submitted for reimbursement and several projects (including work near the Akins Roundhouse area) are nearing completion with invoices expected before the end of September. "We'll get 75% reimbursement from the state," staff said when describing funding expectations.

Staff warned the RFP timeline is long: the RFP itself "won't even be complete until fall of '27," and overall work could stretch into 2028–2030 depending on design and grant awards. The RFP will ask design firms to tier projects so that smaller grants can fund partial work rather than requiring all work to proceed at once. Supervisors asked for cost estimates; staff said the RFP will provide line‑item estimates and that the county is seeking ways to match grants and manage cash‑flow through reimbursement claims.
