During public comment, Valentine urged the county commission to proactively direct the regional planning commission to develop a comprehensive land-use framework for unincorporated Giles County that would include explicit rules for large-scale data centers and other high-impact industrial development. Valentine stressed the county is unzoned and argued officials should set standards for location, water use, noise, lighting, buffering, and infrastructure responsibilities before large projects arrive.
