County engineering outlines freeway priorities, bond needs and transit options

Clarence Dougherty (S5), Collin County director of engineering, delivered an extended transportation update that framed the thoroughfare plan adoption in the context of decades of rapid county growth and ongoing freeway studies. He reviewed results of the Southeast mobility study, described progress on the Outer Loop and Spur 399/US 380 corridors, and said the county has been buying and protecting corridors to avoid later development blocking freeway construction.

Dougherty recapped prior bond programs — the 2018 package totaled $740 million (roughly $600 million for freeways and $140 million for thoroughfares) and the 2023 program was $380 million — and said another bond would likely be needed in 2026. He urged continued coordination with TxDOT and recommended priorities that include additional right-of-way acquisition, second service roads for the Outer Loop, design work for key corridors (McKillop–Myrick–Borman) and targeted work on county roads expected to see heavier traffic. "We need another bond program at '26, and we need to be considering new features of roadways," he said.
