Collin County adopts updated thoroughfare plan after wide-ranging public hearing

The Collin County Commissioners Court voted unanimously to adopt revisions to the county thoroughfare plan following a public hearing that drew hundreds of participants and dozens of comments. The motion to approve the plan was made by a commissioner and seconded by Commissioner Hale; the court recorded a 4–0 vote in favor.

Clarence Dougherty, Collin County director of engineering, presented the draft and described extensive outreach: "We had several 100 people attend these 2 meetings, and we received about 500 comments, about 80 of which requested a change in the draft plan." He told the court the county’s engineering team and consultants (Burns & McDonnell, Kimley-Horn) had spent months analyzing requested changes and recommended approval of the version now before the court.

The court’s approval does not lock alignments permanently. Commissioners repeatedly emphasized the adopted thoroughfare map is a master plan that will be revised as separate corridor studies — including several TxDOT-led reviews — are completed. Dougherty said TxDOT or a city may ultimately set final alignments for some highways and described typical right-of-way widths county engineers use: about 120 feet for a six-lane county thoroughfare and up to 150–180 feet for some state-controlled corridors.

Commissioners and staff also outlined next steps: the county will submit the updated plan to TxDOT where appropriate, continue outreach for corridors still under active study (notably Outer Loop segment 5 and a Northeast Freeway corridor), and return with amendments if subsequent studies warrant changes. The adoption authorizes staff to proceed with outreach and to incorporate future technical findings into the county map.
