Cold Spring approves grant-backed flood vulnerability study for Nelsonville Woods

Trustees voted to accept a proposal from Professor O'Neal to conduct a vulnerability assessment and adaptation planning study focused on rainfall flooding that affects the Nelsonville Woods and neighboring municipalities. The project, which will involve community engagement and is anticipated to run about a year, is funded primarily through a Hudson River Estuary Program grant and includes a village cash match.

"What's before us is a proposal from Professor O'Neal to conduct vulnerability assessment and adaptation planning services... it's funded through a Hudson River estuary program grant that we've received for $75,000," Trustee Gozie said while presenting the item. Trustees noted the village contribution of $4,000 in cash to make the grant more competitive and said in-kind staff and volunteer time will be tracked as part of the matching requirement.

Board members discussed the study timeline (aiming for completion by the end of 2026) and said the climate-smart task force and local residents would be involved in community engagement. The board moved to accept the December 16, 2025 proposal and authorized the mayor to sign the project agreement and related documents. Staff said the contract and next steps would be posted on the village website and a kickoff meeting was scheduled.
