The Council approved an interlocal agreement with WCID #3 under which the WCID will provide solid waste billing services for the city. Councilmember Mikayla Mondragon moved to approve the interlocal agreement; Councilmember Jerry Rains seconded. The vote was unanimous, 4–0.
