Hub Pizza asks council to reclassify restaurant; fee difference could be ~$26,000

Scott Robinson, owner of Hub Pizza, requested that the city's impact-fee calculation reclassify his establishment from "fast food" to "quality restaurant." Under the city's current fee schedule, staff said the fast-food designation results in an estimated transportation impact fee of about $32,000, while a quality-restaurant classification would reduce the fee to roughly $6,000.

Robinson explained his pickup window functions only for previously ordered food and lacks a menu/ordering interface; City Attorney Justin Wayment cautioned that any reclassification "must be based on defensible definitions applicable to all similar businesses." City Inspector Lynn Nielsen told the Council the code currently offers only two food-service categories and lacks a clear definition for "quality restaurant," and he noted per-thousand-square-foot multipliers of $12,636 (fast food) versus $2,629 (quality restaurant). The Council directed staff to work with Sunrise Engineering to review the impact-fee study and recommend clearer categories or definitions before making a classification decision.
