Special counsel answered council questions about the draft Mountain States annexation agreement, advising how the town can handle nearly-surrounded parcels, infrastructure acceptance, bonding, assignment clauses and the risk of later ordinance changes affecting developer obligations.

Special counsel Mr. Peterson told the Star Valley Ranch town council that state annexation statutes make "donut hole" configurations legally sensitive but allow municipalities to annex contiguous parcels and later annex nearly-surrounded parcels in a follow-up action. The council had circulated a draft annexation agreement and invited Mr. Peterson to explain tradeoffs and options before the public hearing on April 30.
