Court approves routine transfers, payroll, contracts and appointments; opioid settlement tabled

The Harrison County Commissioners Court approved a number of routine fiscal, procurement and personnel actions during its session.

Key votes included approval of a final FY‑24 line‑item transfer to Road & Bridge (motion by Commissioner Malden; second Commissioner Timmons; passed 5–0), payment of regular bills totaling $487,900 (passed 5–0), payroll for Nov. 17, 2024 (passed 5–0), and a budget amendment to the Road & Bridge fund under Local Government Code Section 1.011 to address a shortfall following a failed Special Assistant District measure (passed 5–0). The court also approved a personnel promotion in Road & Bridge; multiple utility applications for fiber and water service along county roads; acceptance of a rip‑rap donation from East Texas Baptist University for pipe‑protection projects; a private‑road issuance (No. 86); and the preliminary plat for the Buchanan Edition subdivision (Precinct 3).

Other approved items included reappointments to the HCA board, appointment of Brad Thomas to an unexpired HCA term, ratification of a 60‑month lease for a mail‑meter replacement (quarterly payments of $1,156.59), approval of an amended ADR resolution, updated LEPC membership forms, authorization to apply for DR‑47‑98 debris removal reimbursement, approval of a $180,000 official bond for incoming County Clerk Heather Henan (effective Dec. 2, 2024), authorization of multiple annual nonprofit contracts for FY 2024–25, appointment to the Texas Eastern 911 Board of Managers, and acceptance of the TCDRS 2025 retirement plan agreement that includes a 1% retiree increase. The court tabled a proposed acceptance of opioid settlement funds until staff obtains clearer allocation exhibits and counsel provides a thorough explanation.
