The Haven City Council voted to publish its draft municipal budget to allow a Revenue Neutral Rate hearing on Sept. 8. Staff said publication must occur by the 29th to meet statutory notice requirements; council approved publication after adding a caveat that staff clarify one capital-transfer line item labeled 'Capital Improvement 3.'
