City staff walked the committee through how transportation system development charges (SDCs) are calculated and why the proposed convenience store/U.S. Market and Taco Bell developments produced markedly different trip-generation estimates. Staff explained that the market/engineering estimate for the convenience store plus an attached coffee/donut component produced roughly 96 peak-hour trips (77 plus 19), while the Taco Bell's consultant estimated about 99 peak trips and the developer suggested a number closer to 32.
