Councilor Davis told the South Bend City Council that Timberland Regional Library (referred to in the record as TRL) provided a list of criteria that must be met before library operations can resume in the building. Davis said the requirements include asbestos removal, lead abatement, stair repairs and improved drainage around the structure, and estimated the cost to meet TRL's specifications at about $1.5 million to $2 million.
