Council adopts changes to Mixed-Use zone, limits standalone multifamily

Salem City Council approved amendments to the Mixed-Use (MU) zone to require at least 30% commercial development, lower maximum residential density from 10 to 6.5 units per acre, and prohibit standalone multifamily buildings while allowing residential over commercial spaces.

Salem City Council on Aug. 5 approved revisions to Title 14 Chapter 13 that refocus the Mixed-Use (MU) zone toward commercial development. City Planner Lisa Webster told the council the draft ordinance requires a minimum of 30% commercial development, reduces maximum residential density from 10 to 6.5 units per acre, and limits residential forms to single-family detached homes, twin homes and townhomes; standalone multifamily buildings would no longer be permitted, though residential units above commercial space remain allowed.
