Neighbor urges keeping parks multi-use, opposes permanent pickleball upgrades in HCR 165

Tina Chang, a resident who lives adjacent to the park proposed for permanent pickleball courts, testified by Zoom in opposition to HCR 165. Chang said permanent lights would "increase noise complaints" and light pollution, permanent nets would remove flexibility for multi-use courts and the bill "doesn't clearly define operational oversight, maintenance and cost."

Chang offered three specific concerns: permanent lighting and noise impacts, installation of fixed nets that change court usage, and lack of defined operations or enforcement plans. She told the committee she supports health and fitness generally but recommended keeping the courts multi-use and prioritizing funding for projects that benefit the broader community. Committee chairs said the Committee on Energy and Intergovernmental Affairs will take a vote on HCR 165 on April 17 at 1:30 p.m. in room 016.
