Agency warns implementation of state hemp program will require added staff, cost estimates
Department of Agriculture and Biosecurity staff told the Senate committee they currently have one hemp specialist and estimate two to three additional positions plus the specialist may be needed, with a planning figure of about $80,000 per position; the committee asked for a formal breakdown before Ways and Means.

During questioning on SB 2178, June Tulio, identified as the hemp program specialist at the Department of Agriculture and Biosecurity, told the committee she currently carries primary hemp duties — monitoring transportation reports, buffer-zone compliance and assisting food-safety and commodity programs — and that the department would need additional staffing if the bill is enacted. Tulio said she is the only staff member dedicated to hemp at present: “I’m the only hemp guy.”
