In the public-comment portion of the meeting, Leon Moyer said the board should be careful when recording that it "found all seven variance criteria" met for approvals when staff reports had indicated certain criteria were not satisfied. He warned that the minutes could be read later as indicating full compliance even when staff noted shortcomings.
