Town says culvert work will require Army Corps review; design aims to minimize stream impacts

Town staff identified culvert installation near the Chyota Drive extension as the principal surface-water impact in the EAF and said the project will re-align and then return a small type-C stream to a new alignment.

"the Army Corps of Engineers has purview over. We have our permit and design materials into them right now and we're just waiting for their feedback on that permit and we'll take that into account as part of our follow-up design work," Town Engineer Keith Mortimer said. He said the team will require the contractor to follow sedimentation and flow-mitigation measures and design the culvert to account for a conservative (higher-capacity) storm scenario.

Mortimer said the stream in question is not regulated by the state agency referenced in the packet and that the team has already submitted documentation to federal reviewers. The board was told the culvert design will be coordinated with the Army Corps' response and incorporated into final construction plans and contractor requirements.

Next procedural steps include awaiting Corps concurrence, completing final EAF responses and approving a resolution at a future board meeting to formalize the town's SEQR lead-agency role.
